Consider SEGA for instance: they're developing Spore for the iPhone and will certainly charge they're clients a decent ammount of $ for the app! $99 to enter the program is very cheap! :) Even for free app developers, if you think of the marketing and visibility side of things, $99 is a steal! Now, considering the widgets, think of webapps on the iPhone! They provided guidelines and everything to allow you to develop webapps that integrate nicely with the iPhone's interface... and they didn't charge anything! In my view, $99 to allow all of that + get your app into AppStore is clearly worth the money... Heck, it's cheaper than Office:mac and it's a one-time fee!!! :) @António
